新北首例康姓飼主放任飼養的犬隻咬死流浪貓，動保處依法將沒入犬隻，創下新北首例。（新北市動保處提供）
放任愛犬咬流浪貓狗，罰錢還要沒入犬隻！新北市動保處日前接獲通報，淡水某社區康姓飼主，常放任愛犬追逐流浪貓，甚至咬死，飼主事後還貓屍埋在社區花圃。動保處蒐證後，考量該犬非初犯，對飼主開罰3萬元，並將犬隻沒入，創下新北首例。動保處8月底接獲民眾通報，淡水某社區42歲康姓女飼主，放任愛犬「阿肥」在社區內追逐流浪貓、咬起亂甩，造成流浪貓傷重不治。

放任愛犬咬流浪貓狗，罰錢還要沒入犬隻！新北市動保處日前接獲通報，淡水某社區康姓飼主，常放任愛犬追逐流浪貓，甚至咬死，飼主事後還貓屍埋在社區花圃。動保處蒐證後，考量該犬非初犯，對飼主開罰3萬元，並將犬隻沒入，創下新北首例。動保處8月底接獲民眾通報，淡水某社區42歲康姓女飼主，放任愛犬「阿肥」在社區內追逐流浪貓、咬起亂甩，造成流浪貓傷重不治。

康女事後還把貓屍體埋至社區花圃，企圖湮滅證據，社區鄰居目睹後，拍下影像存證，向動保處檢舉。動保處表示，經調查後發現，「阿肥」已非初犯，有多次攻擊流浪貓的紀錄，甚至連民眾飼養的貓也不放過，也經常追逐吠叫社區居民，被鄰居一狀告上法院，是社區知名的「問題犬隻」。康姓飼主上周到案時表示，阿肥是1年多前從山上撿來的流浪狗，她認為狗追貓是「物競天擇」，絲毫不覺愛犬有錯。因今年初就有勸導紀錄，故依動保法開罰3萬元，並將犬隻沒入。不過，康女從上周起就閉門不見人，2度造訪都吃閉門羹，無法沒入愛犬。動保處長陳淵泉說，還會持續與康女溝通，如果仍不配合沒入犬隻，將尋求法律途徑「強制執行」，避免類似事件再次發生。(中國時報)，
