鹿港蘊含古韻風華，打造「鹿港國家歷史風景區」是許多人心聲，也是縣長魏明谷主要政見，縣府編列500萬元經費，委託廠商規畫，卻掀起異議，議員林世賢質疑，調查目標不清楚，類似調查報告早就寫過一本又一本；城觀處則希望透過規畫，找到全面觀照的基礎。彰縣府編列總預算500萬元公開招標，委託專業團隊，進行「鹿港國家風景區」規畫，下周進行評選，按工作說明書規定，調查範圍包含鹿港、福興、伸港、線西、秀水、和美等6鄉鎮，主要以永續保留鹿港文化資源（包含有形文化資產、傳統工藝、民俗節慶等），並以觀光手法進行規畫，使文化與觀光二者共存並行。

這項招標案掀起議論，質疑規畫目標打高空，調查範圍包山包海，工作項目也不清不楚。林世賢說，鹿港歷史文化資源等相關田調已累積相當多，不是早就完成《鹿港歷史風貌再現研究計劃》一書，一再重複作業沒有意義，鹿港要打造國家歷史風景區，重點在如何對歷史、文化資源，提出新的策略，納入民間參與，包括博物館、水岸、歷史空間保存活化。城觀處長田飛鵬說，這次委託規畫，包含軟、硬體，將以更宏觀角度看待鹿港發展的歷史脈絡，不侷限在行政界線，規畫調查分成歷史軌跡、無形文化資產，主要也在透過規畫過程，找出市場、經濟支持文化發展的機制。(中國時報)，
