國際瞭望－釣魚台是日美合作新契機

    　安倍計畫設立國家安全委員會，成員只包括外務、防衛大臣及內閣官房長官，顯然是要把外交國防置於自己直接控制之下，容易貫徹其政策。
    　安倍訪美是帶著他迎合美國重返亞洲的日本計畫書要歐巴馬批准的。歐巴馬會照准嗎？，

30歲黃壹聖年紀輕輕要學習管理3公頃大漁塭。（許智鈞攝）

30歲黃壹聖退伍向父親黃成賢學習飼育台灣鯛苗技術，3公頃漁塭位於屏縣新埤鄉，每年產魚苗約5000萬尾，配育出魚種「聖鯛」成長速度快，不僅在國內魚苗市場占有很高比例，外銷到大陸、泰國、馬來西亞等地也廣受好評。黃壹聖表示，30年前父親看重屏東清澈、無汙染水質，選擇在新埤鄉購地養魚，從小耳濡目染逐漸對育苗萌生興趣，退伍返家向父親學習魚苗養殖及生產管理，父子倆時常技術交流，對養鯛已頗有心得。

30歲黃壹聖退伍向父親黃成賢學習飼育台灣鯛苗技術，3公頃漁塭位於屏縣新埤鄉，每年產魚苗約5000萬尾，配育出魚種「聖鯛」成長速度快，不僅在國內魚苗市場占有很高比例，外銷到大陸、泰國、馬來西亞等地也廣受好評。黃壹聖表示，30年前父親看重屏東清澈、無汙染水質，選擇在新埤鄉購地養魚，從小耳濡目染逐漸對育苗萌生興趣，退伍返家向父親學習魚苗養殖及生產管理，父子倆時常技術交流，對養鯛已頗有心得。

他說，台灣鯛魚俗稱「吳郭魚」種類相當多，品種好壞關係到肉質及生長速度，父子倆選擇以體型較大尼羅種吳郭魚，配出生長速度快且抗病力強「聖鯛2號」，一般吳郭魚要7個月達到大小，聖鯛品種只要5個月，不需用藥物控制。「顧水質，有祕密武器」黃壹聖指出，池內布滿綠藻不是因為水質差，而是添加有益菌讓益藻增生，兩者在水中能抑制害菌繁生，除防止疾病和水質惡化，還能提高增氧機使用效率，達到節能省碳效果，朝向生態平衡發展。屏東縣府農業處表示，黃成賢、黃壹聖父子倆經營南台灣最大吳郭魚苗育苗場， 近年不僅提升產量，透過系統化配對紀錄篩選出最佳組合，避免近親繁殖造成養殖退化問題，也達到種魚品質提升。(中國時報)，

勞動部昨天表示，華隆公司18家債權銀行捐出拍賣大園廠的4.26億元全數到位，711位被華隆積欠14年的退休金、資遣費的離退員工，可望於本周五前拿回欠款，平均每人分得近60萬元。華隆本為前十大民營企業，後出現經營危機，積欠1058位勞工退休金和資遣費7.8億元，公司雖還有土地及廠房，但因負債遠大於資產，致延宕十餘年而久懸未決。去年桃園地方法院拍賣大園廠，但每位勞工只分到2200元，與18家債權銀行獲得賠償金額差距極大，華隆自救會持續抗爭。

華隆離退員工 欠款秋節前入帳

勞動部昨天表示，華隆公司18家債權銀行捐出拍賣大園廠的4.26億元全數到位，711位被華隆積欠14年的退休金、資遣費的離退員工，可望於本周五前拿回欠款，平均每人分得近60萬元。華隆本為前十大民營企業，後出現經營危機，積欠1058位勞工退休金和資遣費7.8億元，公司雖還有土地及廠房，但因負債遠大於資產，致延宕十餘年而久懸未決。去年桃園地方法院拍賣大園廠，但每位勞工只分到2200元，與18家債權銀行獲得賠償金額差距極大，華隆自救會持續抗爭。

去年11月勞動部與自救會達成共識，由18家受償金融機構捐贈一定比例給華隆離退員工，最終銀行同意捐出20％款項，合計4億2630萬元。勞動部指出，這筆款項於昨日全數到位。勞動部本周一召開華隆案金融機構捐款專案審核小組第5次會議，依審議結果，711位華隆離退員工，可於銀行捐贈款中獲得分配款，平均每人59萬6575元、取回8成債權，中秋節前入帳。由於中秋節為周日，根據銀行作業，最晚本周五前這筆款項就會入帳。勞動部長陳雄文表示，將以最快速之方式，將款項撥入勞工帳戶。華隆自救會會長李翠明表示，資遣費、退休金本來就是勞工應得的，卻要透過抗爭才能拿回，這些錢欠了14年，自救會抗爭近3年，期間的通貨膨脹、利息都無法計算，且這次是靠銀行捐款、而非從制度面檢討缺失，但也不得不接受。(中國時報)，

美10月失業率上升至7.9%

大就是美？黨媒批城鎮化蠻幹

    　報導說，大陸城鎮化率超過50%，城市人口首度超過農村人口，在歷史上創造新猷；但若是按過去「造大城，建新區」的方式蠻幹，很可能都淪於表面文章，對國計民生一點幫助都沒有，甚至還造成資源的浪費和破壞。
    　報導對許多詭異現象大加批判，指出某些正在建設的「大城」，不少是大馬路、大建築、大草坪，以大為美，以洋為美，千城一面的景象隱約可見；有的地方甚至不斷填湖造地搞地產，沒湖的地方就挖個人工湖；剛建好沒幾年的高樓、大型體育設施，就因過時而被推倒；更有甚者，竟把滯洪區也「變更」成房產開發熱土。
    　報導結論指出，城鎮化不能「為建而建」，不是簡單的人口比例增加和城市面積擴張，更重要的是實現產業結構、就業方式、人居環境、社會保障等由「鄉」到「城」的重要轉變；同時以民生改善為根本目的，不單純追求城鎮化的速度，更關注城鎮化進程中提高生活質量，也許最基本的「低房價、順交通」才是美。

安詳入夢探母 洪媽：仲丘放下了

    　洪仲丘身世曲折，四叔才是他的生父，他甫滿月即過繼到洪家大房，雖然洪仲丘非洪吉端夫婦親生，但洪爸爸、洪媽媽對他視如己出。洪父表示，「我們既然領養了別人的孩子，那就要當作自己的孩子來養。」
    　洪仲丘出事後，洪媽媽數夜未眠，眼睛早已哭到乾澀；洪爸爸整天推敲細想，那個環節有問題，堅決要為仲丘死因找出真相。同為養女的洪姊雖與仲丘毫無血緣關係，但他們的「手足之情」更濃於血，她連日奔波，整個人消瘦一圈，但從不喊累，為的就是不讓弟弟含冤莫白。
    　洪仲丘解剖後，當晚洪媽媽因心疼兒子受苦，一夜輾轉難眠，「我真的好心疼啊！」她說，我們只是要求一個真相，但真相好難得，必須透過解剖才可以拿到證據，兒子生前已受盡凌虐，死後還必須承受解剖之苦，真相實在得之不易。洪媽媽昨天一早起床，看著解剖後頭部纏滿繃帶的仲丘遺體，心中不捨顯露臉上。
    　她昨天並噙著淚安慰的表示，十號那天，她在偵察庭中睡著，「仲丘來入夢！他走進偵查庭微笑地看著我，當我上前想抱住他，他卻消失了。但他的容貌相當莊嚴、安詳，母子連心，我知道仲丘是來告訴我，他放下了！」
    　台中市長胡志強夫人邵曉鈴十六日到洪家為洪媽媽打氣，希望她一定要堅強，「仲丘是個菩薩，來人間幫助別人。」邵曉鈴昨日下午到洪家上香致意，她說，天下的媽媽都是一樣的，看到仲丘這樣的不幸，她也同樣難過，希望軍方檢討制度，天下的媽媽才能放心。
    　洪媽媽眼眶泛淚表示，希望國防部能因此改善制度，仲丘的犧牲才有代價，也希望國防部能加快調查腳步，這樣他們懸在半空的一顆心才能放下。
    　邵曉鈴在離去前一刻，轉身緊緊擁抱洪媽媽，洪媽媽的淚水忍不住再度決堤，同為母親，邵曉鈴鼓勵洪媽媽一定要堅強、節哀。立委蕭美琴、蔡其昌也前往致哀，表示將全力協助監督國防部。，

三星 將公布新事業計畫

再怎麼身經百戰的刺客、殺手，都可能敗在感情用事，而聶隱娘幾乎從一開始就感情用事。聶隱娘雖是刺客，卻也是李唐政權與魏博藩鎮間政治角力下的一顆棋子，她的師父是一名道姑，骨子裡卻是大唐公主，她給聶隱娘的殺人指令，容或有賞善罰惡的道德標準，實則多半用以牽掣敵對的政治勢力與叛亂集團。聶隱娘果真是武功奇才，天生的殺人機器，只可惜不是個聽話的幹員，「道心未堅」，只因她不認同這個道，她不想殺身邊有孩子的人，不想殺自己人，她不想為這個道而任人擺布，畢竟她是有良知有血性的人。有趣的就在於，她自幼被培養成一名冷血無情的殺手，且所有的技術都已俱足，卻偏偏沒將她的人性完全泯滅，不知是幸，還是不幸？若她能找到自己的道，其實也就重生了，技術倒不必砍掉重來，跟著愛人浪跡天涯，避走他鄉，已是最美的結局。她也可能選擇千山獨行，憑著一身功夫到處行俠仗義，甚至倒過來幫著藩鎮跟朝廷對抗。道心未堅又如何？我自有我的道，我自堅我的道。但現實的人生，卻並非所有「道心未堅」的人，都可以找到圓滿的答案。多的是大學念了4年，出社會從事相關行業多年，最後發現與自己的志趣不合，只好換跑道；不少人十年寒窗苦讀，通過考試，取得公務人員資格，按時打卡上下班，卻從未認真思考什麼叫為民服務；更多人滿懷夢想，學了一身功夫，卻因為錢關難過，為五斗米折腰，放下所愛，先面對現實再說。難道就這樣沉寂一生，永遠當不成自己？電影似乎給了不同的答案。劇中取「青鸞舞鏡」的典故，說一名國王為取悅皇后，抓了一隻鸞鳥送給她，但鸞鳥卻不叫，國王擺一面鏡子在牠面前，讓牠誤以為看到同類就會叫，鸞鳥卻「悲鳴，狂舞至死」。電影用鸞鳥來比喻遠嫁藩鎮、始終無法融入異鄉生活的唐朝公主，也用來象徵身懷絕技、獨行其道的聶隱娘。同樣是鸞鳥，卻也有不同的生存之道，是要孤芳自賞，抑鬱而終？還是繼續走自己的路，尋找自己的道，等到同類出現為止？看官自有選擇。(中國時報)，

周董導師處女秀的《好聲音４》17日在浙江衛視首播，中天綜合台９月播出。

周杰倫（周董）前年曾苦練８塊肌和人魚線，去年忙於籌備婚禮和專輯，久沒健身，他得知將當爸後，為了以最佳狀態迎接女兒，再度開始健身。他日前在嘉興錄製浙江衛視《中國好聲音４》期間，每晚拉著庾澄慶（哈林）上健身房，哈林被他的激將法刺激，也做起重量訓練：「老大哥也不能示弱嘛！」周董是導師中的開心果，常在休息室找那英、汪峰一起玩猜謎遊戲，但哈林嫌他們幼稚，常常不參加，只在旁當觀眾；周董為盡快融入導師團，不時變魔術，逗得那英開懷大笑。

《好聲音４》17日首播，而江蘇衛視《蒙面歌王》也加入暑假歌唱真人秀戰場，周董和那英知己知彼，在錄影之餘偷聽友台戰況，一名參賽歌手演唱周董的歌，令周董好奇瞎猜對方是「蕭敬騰」，卻當場被那英打槍；最後那英猜出該蒙面歌手，被誇是「金耳朵」，令自豪音感極佳的周董有點悶。(中國時報)，
