    　令人慶幸的，就如同蕭萬長說的，「這項建議到目前為止，應該很順利」。事實上，以APEC歷次會議，我方過去甚少讓陸委會官員參團APEC，很大原因是擔心大陸抗議。
    　迄今為止，大陸仍未讓我外交部次長級官員與會，也因此，在APEC多次外長會議中，即使台灣有雙部長與會，但都被定位在經濟層級。這次大陸破例未抗議陸委會主委與會，也可視為雙方正努力為雙方領袖代表見面，尋求破冰機會。

前基隆市議長黃景泰仍有官司纏身，但他自從4月間交保獲釋後，大部分的時間都在陪伴家人，不然就是運動健身，且定期與律師討論目前官司進度。明天的判決幾乎能確定黃景泰不會現身，但好友劉文雄頻頻對他招手，他是否會藉此再變身「戰將」復出政壇，基隆人都在等著看。劉文雄昨天以宋楚瑜的興票案、馬英九的綠卡案以及蔡英文的宇昌案為例，指大多發生在選舉期間的檢調偵查案件，大部分都是「冤案」、「搞鬼案」。他自身認為黃景泰是遭到國民黨政治追殺，但黃自始至終未對國民黨埋怨過一句，甚至還曾說「國民黨是他永遠的好朋友」，如此重情義的人，才使他即使被關進看守所，還能獲得在地鄉親3萬張選票的支持。

前基隆市議長黃景泰仍有官司纏身，但他自從4月間交保獲釋後，大部分的時間都在陪伴家人，不然就是運動健身，且定期與律師討論目前官司進度。明天的判決幾乎能確定黃景泰不會現身，但好友劉文雄頻頻對他招手，他是否會藉此再變身「戰將」復出政壇，基隆人都在等著看。劉文雄昨天以宋楚瑜的興票案、馬英九的綠卡案以及蔡英文的宇昌案為例，指大多發生在選舉期間的檢調偵查案件，大部分都是「冤案」、「搞鬼案」。他自身認為黃景泰是遭到國民黨政治追殺，但黃自始至終未對國民黨埋怨過一句，甚至還曾說「國民黨是他永遠的好朋友」，如此重情義的人，才使他即使被關進看守所，還能獲得在地鄉親3萬張選票的支持。

，但從市府1999專線交辦下來，基層壓力很大，倘若可以做到派出所業務簡化、合理整併並增加機動警力，就會贏得警民掌聲。她說，美國曾在60年代試行派出所裁廢，讓員警待在巡邏車上，最近也紛紛改變想法，因大多數都會區會希望警察跟民眾是可以做面對面接觸。舉例說，日本東京有高達1000多個「交番」警民聯絡處所，這就是派出所的概念，可讓附近居民對國家產生安全感及信任感。警大國境警察學系主任陳明傳表示，柯「裁撤派出所」讓警力集中警分局的概念，早在1978、1979年左右，前警政署長孔令晟就有此想法，但最後未能成真，而這是仿效英美的警力『集中制』，而非日本的「散在制』」。陳明傳說，「集中制」適合在都會城市，讓警力集中，但效率固然高，與民眾互動就會變差。以美國加州為例，雖未有派出所，但仍以警勤區畫分責任範圍，此區域員警必須負起輪班巡邏的相關責任。至於「散在制」，陳以日本為例，警力防守約36％，而具有主動攻擊且速度快部分則占64％，兩者合作無間而讓破案率能有75％。「裁撤是不錯的想法，但應有配套措施」。陳明傳說，派出所能預防犯罪，若僅有家戶訪查，卻把重點用在共同勤務爭取績效是行不通的，必須人力支援、治安維護及與民眾互動等3方面的配合，才能讓治安良好。他表示，行動派出所的概念，不如讓它e化成為虛擬派出所，結合民力也能提升效力。，

連續周休2日逢蘇迪勒颱風及豪雨，使得最近捐血量降了一半，高雄捐血中心A型血庫存量不足，已經低於4天，進入紅色警戒值；捐血中心特別與台灣黑熊保育協會合作設計「黑熊指甲剪─黑寶」，要送給愛心捐血朋友，歡迎大家來捐血救人。台灣黑熊被視為稀有珍貴的台灣之寶，圓胖的身材與胸前的勝利V型白色標記是它的特色；捐血中心在暑假期間，推出吉祥物「超萌黑熊指甲剪」，為捐血代言，穿著紅色圍兜兜，超卡哇伊，很吸睛；即日起到高雄、屏東、澎湖各固定捐血點捐血，即可獲贈黑熊指甲剪。

暑假捐量少 急需A型血

連續周休2日逢蘇迪勒颱風及豪雨，使得最近捐血量降了一半，高雄捐血中心A型血庫存量不足，已經低於4天，進入紅色警戒值；捐血中心特別與台灣黑熊保育協會合作設計「黑熊指甲剪─黑寶」，要送給愛心捐血朋友，歡迎大家來捐血救人。台灣黑熊被視為稀有珍貴的台灣之寶，圓胖的身材與胸前的勝利V型白色標記是它的特色；捐血中心在暑假期間，推出吉祥物「超萌黑熊指甲剪」，為捐血代言，穿著紅色圍兜兜，超卡哇伊，很吸睛；即日起到高雄、屏東、澎湖各固定捐血點捐血，即可獲贈黑熊指甲剪。

高雄捐血中心企畫課長葉正弘表示，平常周休2日的捐血量大約是3000袋，每袋為250cc，但由於上周六、日整天下大雨，大家少出門，捐血者更少，兩天只捐血1500袋，足足比正常的捐血量少了一半，連帶影響血液庫存量。葉正弘表示，捐血來源有許多是學生，暑假因學生放假，捐血量就已降低，原本期望周休二日，不料碰到上周雨勢不斷，捐血者大減。葉正弘說，血液安全庫存量是7天，目前除了A型血只有4天庫存量外，其他血型的庫存量也偏低，還好都在安全範圍。除了呼籲民眾踴躍捐血外，捐血中心期盼下周大專院校開學後能再現捐血熱潮，充足庫存。(中國時報)，

桃園：八德民主的先行者呂章山本月3日上午壽終辭世，享年78歲，19日舉行告別式公祭，呂老先生妻子、也是前縣議員呂邱葉、媳婦市議員呂林小鳳及家屬，遵照呂老先生生前遺願，捐贈30萬元給桃園市政府社會局，做為協助復興合流部落重建之用，市長鄭文燦代表市民接受捐贈。(中國時報)

桃園：八德民主的先行者呂章山本月3日上午壽終辭世，享年78歲，19日舉行告別式公祭，呂老先生妻子、也是前縣議員呂邱葉、媳婦市議員呂林小鳳及家屬，遵照呂老先生生前遺願，捐贈30萬元給桃園市政府社會局，做為協助復興合流部落重建之用，市長鄭文燦代表市民接受捐贈。(中國時報)

監聽便宜行事 有濫權之虞

，但林卻被監聽至9月5日，平白被多掛線好幾天。特偵組作法上縱使未違法，但辦案程序的諸多瑕疵，難免令人產生濫行監聽之疑慮。
    　這起重大關說案引發政壇震憾，但連日來輿論除譴責關說案破壞司法威信外，也對特偵組辦案程序的瑕疵，批評、質疑不斷。
    　特偵組一再強調，是在偵辦法官陳榮和貪汙案時，意外發現柯建銘另涉關說假釋案，疑涉貪汙，才監聽柯。依實務作法，特偵組應另簽分「特他案」實施監聽。但檢視柯監聽案號，竟是沿續陳榮和案「100年特他61號」，這種作法，顯然過於便宜行事。
    　且若因監聽柯通話內容發現關說，要擴線監聽，一般而言檢方應會直接監聽王金平、曾勇夫或陳守煌。但特偵組卻選擇監聽林秀濤，作法異於檢方辦案模式。
    　特偵組7月監聽林秀濤至9月5日止，但問題是黃世銘8月31日就赴總統官邸向總統報告，並定調本案是關說案純屬行政不法。既然沒有查獲刑事犯罪的證據，為何林仍被持續監聽至9月5日？
    　監聽是侵犯人民的通訊自由，故依通訊保障及監察法規定，須有事實足認涉嫌犯罪，不能僅以「懷疑」就率爾監聽。
    　特偵組以貪瀆「被告」監聽林，但事後卻以「證人」傳喚林後就簽結全案，是否有剝奪林的訴訟防禦權之虞？另特偵組在沒有調查林秀濤被告的犯罪事實下就簽結案件，過程亦有爭議。
    　檢察官監聽須向法院聲請，但停止監聽，就不須法院審核。特偵組在定調本案是關說案，只涉行政不法，卻拖了3、4天，在簽結當天才下線。其作法縱使不違法，但是否侵犯林的基本人權？確實值得商榷。，
