    　在金融業方面，業者也深感綁手綁腳。郭山輝說，台商在大陸發展需要資金，但是向陸資銀行貸款困難，雖然台資銀行已可登陸發展，但設立速度不夠快，開放層面也不夠廣。，

COLD STONE萬聖節冰淇淋季節限定。（郭家崴）

COLD STONE因應萬聖節將至，即起至31日推出萬聖派對節慶經典冰淇淋，不含脆餅120～220元，以嘉南平原的紫心地瓜冰淇淋為基底，搭配微酸覆盆莓果粒、巧克力口味爆米花、彩虹軟糖與鬼鬼插卡。萬聖限定版的人氣甜點冰淇淋雪柔蛋糕，也運用南瓜與蜘蛛網等裝飾營造搗蛋氛圍。(中國時報)

    　《服務貿易協議》簽署在即，後續補充協議機制卻尚未完善，得在「雙方同意下，定期或不定期進行協商」，形同未建立補充協議的長效機制，更讓保險業者擔心取消其登陸門檻的50%合資比例，將一拖再拖，有礙公司決策進行。
    　反觀香港與大陸簽署的CEPA，在簽署後仍有每年一簽的後續補充協議機制，將每年協商結論納入，有利雙方進程。
    　目前我壽險業者登陸，受到陸方「532條款」規定外資壽險公司登陸開業門檻，即總資產50億美元以上、設立滿30年及成立代表處滿2年，且須採合資方式，合資持股比率為50%，合資對象也只限1家。
    　目前已登陸的台灣壽險業者，有國泰人壽與大陸東方航空合資的上海國壽；新光人壽與海南航空合資的新光海航人壽；台灣人壽與廈門建發集團合資的君龍人壽，都是各出資50%的合資子公司。
    　爭取10月首次金保會
    　對此，壽險公會理事長許舒博也積極赴陸拜訪，希望能向大陸爭取，降低「532條款」的門檻，並開放合資對象可「1對2」或「2對1」，不再限於1家。此外，保險業者認為，50%的合資比例讓公司治理窒礙難行，若兩大股東對公司經營有歧見，將對公司營運造成影響。
    　國際保險監理官協會（IAIS）今年10月在台舉辦，大陸保監會主席項俊波將來台參加，據悉金管會將爭取在年會前舉辦首次金保會。
