家暴案後 首度探兒 宣明智獨子：這幾天都很開心

    　宣昶有因家暴案件，

，和結婚8年的妻子王敏分居，礙於暫時保護令，前天他申請探視5歲、2歲的兒子，前往新竹地院，在社工陪同下父子3人會面1小時，宣昶有還準備糖果和玩具。不過大兒子卻多次奪門而出，哭著要找媽媽。
    　宣昶有原本說不再發表意見，前晚卻主動通知媒體，表示19日下午，將參加萬華教會「兒童課後陪讀班」活動，到時會對前天的探視做說明。
    　昨天下午3時，打扮休閒的宣昶有，坐在教會前的階梯上受訪，表情一派輕鬆，不斷強調：「我這幾天都很開心」、「上帝一切都有安排」。
    　宣昶有說，他希望孩子可以得到雙方的愛、還要建立自信、給他們好的環境成長，這些事他現在都在努力，對於兒子跟他顯得生疏，則以小孩子情緒來的快去的快，就像生病一樣，輕輕一語帶過。
    　對於分居的妻子王敏，宣說他是正常人，這種事（家暴案）他不是第1個發生，目前一切都已交給司法，「對她沒有特別什麼話想說。」
    　宣昶有還說父親宣明智從頭到尾都沒干預，也沒有什麼意見，就是希望他好好處理。他會選擇出來說明，就是希望到此為止，讓一切歸於平淡，「以後不要再追著我問這些事了。」，

追悼228 馬宣示力推和平保人權

    　稍後，馬總統在台北市長郝龍斌陪同下，出席台北市228事件66周年追悼會，他致詞時指出，為了保障人權，他在2008年上任當年的世界人權日，就宣布中華民國應批准兩項聯合國人權公約──《公民與政治權利國際公約》、《經濟社會文化權利國際公約》；2009年政府已把這兩個公約國內法化，變成法律的一部分。
    　防抗議 警加強維安
    　總統說，去年政府邀集相關學者專家出版台灣第一份國家人權報告，並邀請10位國際人權專家進行審查，他們已於上周來台，近期就可完成審查。
    　鑑於總統之前在公開場合遭抗議人士丟鞋鬧場，此次警方提高維安層級，28日出動近千名維安員警在228公園附近警戒，並隔絕在附近高呼反馬口號與要求釋放陳水扁的獨派團體。

    　丁子茵說，賽前除依老師給模擬題攬鏡自語外，媽媽是第一位也是最終實聽眾兼攝影師及評審，她會適時糾正，並把她預演拍攝下來，母女再一同審閱，討論如何改進，多管齊下，讓她練就了舌燦蓮花，百變機智。，

台北捷運又發生隨機傷人事件，造成民眾恐慌。台北市長柯文哲昨天說，北市對重大社會案件的處理沒有問題，重點是如何預防類似事件再發生；他強調，現在有癌症篩檢，可是從沒有心理健康方面的篩檢機制，應該思考建立。柯文哲表示，台北市對毒品、藥癮、不良學生、家暴等問題，有設計各種「社會安全網」，可是從鄭捷殺人事件、文化國小女童遭割喉案，到這次捷運中山站的隨機殺人，都可以發現安全網還有「破洞」，就是沒有辦法找出所謂的宅男或社會孤立分子，並做追蹤。

台北捷運又發生隨機傷人事件，造成民眾恐慌。台北市長柯文哲昨天說，北市對重大社會案件的處理沒有問題，重點是如何預防類似事件再發生；他強調，現在有癌症篩檢，可是從沒有心理健康方面的篩檢機制，應該思考建立。柯文哲表示，台北市對毒品、藥癮、不良學生、家暴等問題，有設計各種「社會安全網」，可是從鄭捷殺人事件、文化國小女童遭割喉案，到這次捷運中山站的隨機殺人，都可以發現安全網還有「破洞」，就是沒有辦法找出所謂的宅男或社會孤立分子，並做追蹤。

柯文哲說，這種人如果不跟別人交往，也不和家人講話，在想什麼不會有人知道。他認為，衛福部有推動乳癌、口腔癌和大腸癌等癌症篩檢，可是從來沒有心理衛生、健康方面的篩檢機制，應該去思考建立。他也表示，要跟國人宣導新的概念，即「愛」的相反詞不是「恨」，而是「冷漠」，關心別人其實也是在保護自己，如果大家對這些冷漠、疏離社會的人有關心和愛心，對社會就不會造成太大危害。至於怎麼建立追蹤系統去輔導這些人，是現在北市府要思考的問題。北市社會局長許立民補充，從日本到台灣的類似案件，主角大概都是在社會上孤立、無業或家庭狀況有問題，很難估計有多少人有這種情況，但接下來希望建立預警系統。他說，過去和學界、實務界討論過，這些事件都有一些「危險因子」，包括長期失業和藥、酒、毒癮，或家庭狀況有問題、虐待動物等，怎麼讓這些變成可篩檢、防範的，讓外界介入幫忙，才有辦法解決問題。身心診所院長楊聰財表示，心理層面的篩檢工具並不是沒有，包括精神健康基金會、董氏基金會等，都有相關的篩檢表格可以用；重要的是，民眾必須建立正確的自我覺察習慣，要定期自我評量，若是發現自身有情緒不穩定、失眠、易怒等傾向，或是篩檢後，發現有多個指標異常，也要透過正確管道尋求專業資源協助。★中時電子報關心您：喝酒過量，有礙健康！(中國時報)，

中國大陸國家主席習近平即將訪美，並預定在25日和美國總統歐巴馬會談，與前兩次歐習會相較，這次歐習會顯然特別受到各方關注。主要是習近平首次以國是訪問的形式與歐巴馬見面。第一次歐習會，習近平只是在訪問中南美後順道訪問美國；第二次習歐會，歐巴馬只是趁參加北京亞太經合會領袖會議之便與習近平會面。對這次歐習會，專家學者看法見仁見智。像美國前亞太助卿坎貝爾就指出，美中兩國可能面臨近代最緊張的時刻。哈佛大學社會科學院榮譽教授傅高義則指出，美中兩國應竭盡所能在許多領域達成共識，即使在一些領域無法達成共識，也必須控管分歧。

中國大陸國家主席習近平即將訪美，並預定在25日和美國總統歐巴馬會談，與前兩次歐習會相較，這次歐習會顯然特別受到各方關注。主要是習近平首次以國是訪問的形式與歐巴馬見面。第一次歐習會，習近平只是在訪問中南美後順道訪問美國；第二次習歐會，歐巴馬只是趁參加北京亞太經合會領袖會議之便與習近平會面。對這次歐習會，專家學者看法見仁見智。像美國前亞太助卿坎貝爾就指出，美中兩國可能面臨近代最緊張的時刻。哈佛大學社會科學院榮譽教授傅高義則指出，美中兩國應竭盡所能在許多領域達成共識，即使在一些領域無法達成共識，也必須控管分歧。

至於議題方面，將分為美中兩國可以達成但不具可行性的共識、具可行性的協定，以及各說各話的宣示性議題。以下是其中幾項重要議題。首先，歐巴馬政府對北京變本加厲的電腦駭密行為極度反感，數度計畫在習訪美前採取報復或制裁行動，終因考量此舉可能影響歐習會氣氛，而暫踩煞車。然而，即使習近平這次同意恢復網路安全工作小組，或建立新的共識甚至簽訂協定，但只要北京不放棄電腦駭密，美國也不放棄全球監控，則無論達成什麼共識或是協議，都只是徒托空言而已。同樣地，歐巴馬與習近平可能會針對南海海域達成一些避免機艦擦撞的協議，甚至形成大國沒有必要為小國領土與主權爆發戰爭的共識。惟由於美國總覺得有必要保護盟國與夥伴的安全，而中國大陸也覺得有必要確保國家利益，加上華府相信南海是國際水域，北京認為南海是其核心利益，雙方在南海議題上不免吵吵鬧鬧。第三，不少具可行性的協定將在歐習會前完成談判。歐習二人將會在歐習會上簽署雙邊投資協定（BIT）。美中兩國上周在華盛頓，已交換了更新之後的負面清單內容，中方已減少清單的項目，特別是在市場准入的負面清單上，中方已作出讓步。北京希望，藉此次訪問的契機進一步發揮經貿合作對雙邊關係「壓艙石」和「推進器」的作用。最後，習近平在這次訪美行還是會提「中美新型大國關係」；歐巴馬則會特別強調雙方的合作關係。習會強調「九二共識」與中美共管台海；在雙方進行利益交換的情形下，歐不無可能對習的要求做出模糊或曖昧的回應，值得朝野共同關注。（作者為淡江大學美洲研究所教授）(中國時報)，

，不希望達仁鄉設置低放場。魯瓦表示，去年經鄉公所介紹說要推廣達仁鄉產業，因此情商拍攝影片，為讓部落紅藜提高能見度欣然同意穿傳統服入鏡，沒想到日前台電到部落宣傳低放場時，赫然發現自己出現在影片，讓他氣憤難平。他強調，擔心核廢料進到達仁會影響紅藜生長，反對都來不及，怎麼會去拍影片宣傳，台電作法便宜行事，要求立即撤下並公開道歉。台電台東營業處副處長吳賢哲表示，影片是台電委託傳播公司拍攝製作，傳播公司確實說要推廣部落產業，未說明清楚確有疏失，昨天影片立即撤下並已向魯瓦致電道歉，將來影片製作會更周延。台電拍攝《台東達仁遠景》微電影以達仁鄉低放場址遠景呈現，部落男女因男方為有更好發展到都市尋求工作機會，2人因此被迫分開，但在低放場址回饋幫忙，男方終於可回部落工作，最終與女方再度相遇。台電在影片擘劃許多低放場址回饋計畫的美好，包括改善醫療環境、協助原住民創業等。，

彈塗魚變毒魚 粵民中毒患者增

    　這名員工表示，14日事發當晚，他因外出與朋友吃飯，回家後只吃了少量魚肉，因而中毒較輕，逃過一劫。
    　他又說，最恐怖的是，他的家人當晚將剖開的彈塗魚內臟扔給家中的雞吃，不到15分鐘，這隻雞就中毒倒地死亡。
    　雷州市龍門農墾醫院負責人指出，光是14日至15日，入院治療的中毒者就有13人，16日又有8名同樣是吃了彈塗魚中毒的病人入院治療。這些病人大多數來自英利鎮沿海村莊，他們所吃的彈塗魚，在當地常被人們食用。1020317
