，進入4月後，各家業者更大舉調降吃到飽門檻，至千元以下，刺激4G用戶再攀升。4G用戶大增，中華電的4G ARPU（每用戶平均貢獻度）已達1100元；石木標認為，實施依流量分級付費後，ARPU可望再增加，但實際情況仍需視用戶使用習慣才知。不過，昨有立法委員質疑，用戶剛申辦4G，業者就降價，同樣吃到飽月租門檻至少差348元，虧很大；國家通訊傳播委員會（NCC）主委石世豪表示，業者推出新優惠需符合其廣告宣傳內容，目前業者推出的降價方案，也適用於舊用戶，民眾欲換約，需視原簽約內容規定；如業者合約內未說明清楚，消費者就可主張使用新費率。另有民眾申辦3G或4G門號後，家裡根本收不到訊號，手機只能「拜天公」，昨立院交通委員會通過提案，要求NCC規範業者，1個月內無法改善用戶收訊問題，應同意無條件解約；但若民眾申請的是綁機方案，則另需補繳手機優惠折扣補貼費。衝刺4G用戶有成，中華電今年喊出400萬用戶目標，遠傳電信等其他二雄，也各有300萬戶目標數；此外，對今年第3季末可望釋出的2.6GHz頻段，電信三雄都表態將參與競標，石木標更進一步指出，預計在取得2.6GHz頻段後，將鎖定大都會人口密集地區，1年內完成基地台建置，最快明年就會開台。總計電信三雄今年配發的現金股利，總額逾651.32億元；其中遠傳的配發率達106％，配發每股現金股利3.75元、殖利率近5.13％；中華電則配發每股4.856元、殖利率4.9％。，

彰化縣政府為提升生育率，縣長魏明谷16日宣布生育補助每胎從1萬元提高到3萬元，這項新政策，可以追溯到今年1月1日新生兒戶籍登記者，並從19日起，至各鄉鎮的戶政事務所同步辦理，創下全國最高的生育補助。魏明谷表示，彰化縣為130萬人口的大縣，卻也是人口外流嚴重的縣市，提出生育補助計畫，含各鄉鎮公所發放的生育補助金，將補足差額到3萬元，即每胎補助3萬元，希望社會的福利沒有城鄉差距，企盼彰化縣的父母「拚生子」，因為孩子是彰化。

    　柯文哲的父親柯承發、母親何瑞英昨天也到場聽兒子演講。柯文哲說，父親一向反對他參政，「現在幾乎都不跟我講話」，只有朋友生病有病歷要看才會拜託他，更別說父母有沒有給他在哪裡參選的意見。
    　柯文哲昨天以「一個外科醫學專家的心路歷程」為題發表演講，一開始演講時提到自己為何當醫師的歷程、家族也是228事件受害者時，一度情緒激動、哽咽許久才平復。，

大湖鄉長胡娘妹為活絡地方觀光，向客委會爭取經費，將大幅更改羅福星紀念館內陳設，盼透過活化紀念館，連結在地觀光資源，把人潮帶進大湖老街區。（江詩筑攝）

大湖鄉長胡娘妹上任後，大刀闊斧展現發展觀光的決心，她向客委會申請千萬經費將改變原有的羅福星紀念館陳設問題，讓空間得以活化利用，未來還要增建架空廊道，連結山下的酒莊及步道，把觀光人潮引進傳統大湖老街。胡娘妹說，羅福星紀念館啟用至今超過20年，內部陳設及裝潢多有損壞，木製地板則因牆面滲水導致潮溼、破損，加上過去羅福星的雕像文物都放在4樓，民眾參觀不便，這次打算一改風格，全部移到1樓，讓義士與遊客更貼進。
