1名單親媽媽將5歲兒子暫托娘家照顧，但住附近的表舅卻學卡通蠟筆小新，拿彩色筆在男童下體畫大象套弄，還在男童身上寫上「我叫小賀（閩南語，指「我很有膽識」）」，並播A片給他看。新北地院23日判這名惡舅須賠男童及其母親各30萬、15萬元。全案可上訴。判決指出，被害男童小明（化名）的媽媽與丈夫離婚，為維持家計四處打零工，又因發生車禍，無暇照顧小明，只好在2008年間，把孩子托給位在三重某市場的娘家照顧。

小明沒有玩伴，經常到隔壁經營豬肉攤的表舅家玩，表舅見小明年幼好欺負，不顧他大聲哭喊說「好痛」，多次拿橡皮筋彈小民下體，強逼小明看A片，並套弄小明「雞雞」。表舅還拿彩色筆亂畫男童身體，在他額頭寫上「番王」、「鴨霸」等字，手臂寫「我叫小賀」，還用橡皮筋彈射，繩子綑綁並潑水。直到小明回家，在睡覺時哭喊「舅舅不要這樣，我很痛」等語，母親吃驚追問，小明才向母親哭訴被表舅「玩雞雞」，母親氣得到警局報警。惡舅雖然否認犯行，但由於阿姨曾經目睹惡舅欺負表甥的過程，法官認定表舅碰觸「小雞雞」滿足個人性欲，在刑事部分，高院於今年6月判處他5年11月的徒刑。而在民事部分，新北地院昨天判表舅須賠償男童30萬元，另須賠償男童母親15萬元。全案可上訴。(中國時報)，

台南：以農村子女占多數的國立北門高中總共有44人上榜，今年參與繁星計畫的學生中，超過6成都錄取國立大學，錄取台大獸醫學系的謝品毅同學表示，他當初放棄第一志願改讀離家近的北中，顯然是正確的選擇。

熱血隊長彭政閔告白： 「新中華隊」 我有信心

，隊員們根本睡不著，郭泓志、林哲瑄、潘威倫、高志綱、陳江和、郭嚴文等人坐在走廊上長談。高志綱說，大家情緒沒辦法平復，「覺得可惜、不甘心，如果再來一次，結果一定是贏」。那天，大家都徹夜難眠。
    　第二幕在3月9日中古大戰結束後。隊長彭政閔於休息室召集球員，謝謝一路照顧的工作人員，WBC派來負責聯繫工作的John說，「從沒看過球隊的向心力、凝聚力這麼好。」講著講著，John哭了；另一位從資格賽就幫中華隊的防護員Jimmy哭得更慘，哭到整個中華隊一個個鼻酸，哭到林哲瑄一邊擦眼淚、一邊和大家握手。
    　驚奇之旅結束的真性情時刻，一路陪伴中華隊的紅雀隊出身、60幾歲防護員老先生，言談中為中華隊提出新解，他描述中華隊很特別，情感的融洽和其他國家隊伍很不同，看到大家努力的表現，不管投或打的專注，那是他以前在大聯盟或西方球隊中都沒見過的。
    　外國專業人的評價，或稍可跳脫「自己人」情感，釐清台灣可能正在誕生一支新勁旅的輪廓。
    　走出經典榮耀 「我們要看未來」
    　回到台灣，已投入職棒賽程的中華隊精神領袖、隊長彭政閔（外號恰恰），坐在天母球場頂層，望向棒球之神掌領的鑽石型球場，他說，「新中華隊」這次成績較好有跡可尋。
    　恰恰說，從眼前看，「這次隊伍的素質比較整齊，組訓也順利，所以戰力提升。」但由長期分析，「台灣球迷一直很關心棒球，雖然他們有的人因為工作或體育環境不理想不太看球，但關心一直存在。」
    　十幾年來，恰恰幾度披上國家隊戰袍，歷經台灣棒球的發轟、墮落、新生，一切點滴在心，他說，「每次都是靠國際賽成績好，球迷才回春。」
    　出人意外，恰恰不太想沉浸在經典榮耀裡，他表示，「那過去了，我們要看未來。」當眾人還不忘向「隊長」致敬時，彭政閔更期待由他另一個身分–「職棒球員工會理事長」，來與台灣棒球互動。
    　從國手、職棒及如今在工會守護球員的位置，彭政閔說，「台灣棒球仍缺乏專業和信任度。」
    　恰恰解釋，「台灣棒球不能每次都只靠國際盃賽回春，十幾年來，從來沒有『專業』去研究，要怎麼留住球迷、或讓更多球迷回來看球。」他說，這種專業，或叫「運動行銷」，「美國大聯盟也只有『魔球』那個（運動家隊總經理比利.比恩Billy Beane）或少數幾個比較出名，何況台灣。」
    　專業貧瘠 因為信任度不夠
    　此外，彭政閔指，古巴有博士專門研究如何讓棒球運動表現得更好，「台灣有沒有人真的去執行？或真在思考對選手最好的權益，我現階段是沒有看到。」
    　彭政閔認為，台灣棒球的「專業」貧瘠，起因於信任度不夠。他分析，職棒發生過的打假球、簽賭等不好的事，讓球團對球員半信半疑，「當球隊對球員永遠都處在什麼時候會再出事，他們得被迫收起來的狀況時，對球隊的經營就不會用長期眼光面對。」
    　恰恰覺得，這樣的困境，必須由建構一個競爭力夠的體系著手。他說，「大聯盟光一個職棒隊就是4、5百人在爭取25個先發，這樣現實的場上，不認真打就叫你下場，會迫使球員進步。」
    　建構競爭力 從尊重球員開始
    　穩固「體系」的關鍵，彭政閔認為在於對球員「尊重」。他指出，這次經典賽就對球員非常尊重，「『尊重』會讓球員提升他的職業道德，覺得他是真正的球員，不是『混口飯吃』。」
    　彭政閔表示，「棒球是團體運動，無法只靠任何一個人完成勝利。」他最後以隊長身分做出告白，「由專業與體系做好，和團結精神相輔相成，我相信往後的中華隊或中華職棒會讓所有球迷想繼續看、繼續努力，『新中華隊』一定會有很大的未來，我有信心。」（策劃：張瑞昌、熊昌成、歐建智、江慧真、楊舒媚。執筆：楊舒媚），

    　桃猿昨為詹智堯加薪4.5萬，今年月薪達到16萬元，詹智堯去年打擊率3成29、139安都是個人單季新高。
    　義大犀牛跟前旅美投手黃偉晟簽下1年月薪11萬元合約，但若達成120局、8勝與3.20左右自責分率，激勵獎金超過100萬元。義大與胡金龍的合約卡在複數年合約的年限，與高國輝也未談妥。，

雖然環保署已加嚴噪音管制標準，但長期受到噪音侵擾的民眾質疑，加嚴分貝數並沒用，因為即使聲音沒超標，但吵雜聲每隔幾分鐘就來一下，還是讓人受不了，受害者不禁感嘆，「噪音有實法卻無法罰，想耳根清靜只能自己想辦法」。住在大安區一棟住商混合大樓，飽受運動場館噪音之苦的黃先生則歷經3年抗戰，才在法庭上獲得首勝，不過他卻笑不出來，因為這一役不但還沒結束，更重要的是應捍衛他保有寧靜生活的《噪音管制法》竟毫無用武之地，這才令他氣憤與沮喪。

擊球乒乓聲擾人 有家卻不敢回

雖然環保署已加嚴噪音管制標準，但長期受到噪音侵擾的民眾質疑，加嚴分貝數並沒用，因為即使聲音沒超標，但吵雜聲每隔幾分鐘就來一下，還是讓人受不了，受害者不禁感嘆，「噪音有實法卻無法罰，想耳根清靜只能自己想辦法」。住在大安區一棟住商混合大樓，飽受運動場館噪音之苦的黃先生則歷經3年抗戰，才在法庭上獲得首勝，不過他卻笑不出來，因為這一役不但還沒結束，更重要的是應捍衛他保有寧靜生活的《噪音管制法》竟毫無用武之地，這才令他氣憤與沮喪。

黃先生說，民國100年底他家樓下的桌球館開張後，每天乒乒乓乓的擊球聲不絕於耳，有時還伴隨球員在殺球時重踩地板的衝擊聲，從此他和妻兒便有家歸不得，天天出遠門，坐捷運到淡水再走回家，「我兒子考大學時，還得住飯店」，就為了讓耳根子清靜。起初他曾透過管委會向業者反映，雖然業者有在天花板鋪設吸音泡棉，但仍未見改善，於是向環保單位陳情，但同樣面臨聲音不連續無法量測，及音量未超過管制標準的命運，甚至轉而求助警察單位，也因沒有3人以上反映，無法依《社會秩序維護法》處理。走投無路之下，黃先生只好自費請有證照的民間業者到家中量測音量，於去年11月向地方法院提民事訴訟，要求精神賠償及限制業者產生的音量大小，今年6月一審判決結果，法官認為聲響雖未超過法定標準，但足以重大影響居住安寧，業者判賠3名原告各1萬元撫慰金，但音量管制部分仍依現行法定標準為主。黃先生無奈地表示，《噪音管制法》是為維護國民健康及環境安寧而定，但實際上對受害民眾並無實質幫助，行政單位考量訂定更嚴謹的室內噪音標準，否則空有實法卻無法罰，受害者就只能自己吞下去。另外，最近經過台北公館捷運站的民眾一定不難發現，1號出口的大樓外牆掛著一幅巨大的抗議招牌，黑底白字抗議健身房製造噪音，影響住戶生活。至今環署已接獲8次陳情，包含音樂吵雜、打沙包聲響、槓鈴重擊地板，冷卻水塔的聲音等，但結果不是聲音不具連續性，所以無法測量，就是測量結果符合管制標準。遭投訴的世界健身房表示，接獲住戶反應後，已在重量訓練區加厚地墊、調整水塔運作時間。(中國時報)，
